As <br />Executive D�rector of the Centez' for Policy, Planning, and Performance {CPPP} I wiil <br />serve as the primary consultant to the Couneil on this praject. <br />CPPP is a nonprofit, tax-exempt organizaiion that provides training and consulting <br />se�-vices exclusively ta public and nonpro�ii secEor clients. We beiieve that the pUblic <br />sector has unique duties to produce a public good, aperates in a unique conCext of <br />community expectations and oversigh�, and must be prudent and conservative in its use c�i <br />time and resources. We also believe that our experience, values, and approach provide a <br />unique understanding i�at meets yaur n�eds effeetively and efficientiy and in genuine <br />pa.rt�zershzp. <br />As yau requesced in your RFP, I have included a descrigtion o� the approac� and prncess <br />I pro�ase, a summary of previo�s work ana references, b�dget, deliverables, ex�ected <br />ou[comes, and my res�me as the person who would be providing the services. <br />L Confext <br />The wor� of leadership and management in the public sectox has uniqu� cha�lenges ar,d <br />opporttrnities. �ndividuaIs must com�ete wit�a one anothez during an electzorc p�-ocess and <br />engage in szgnzficant outreach to voters about the needs anc� vision of tk�e City. They must <br />also be assertive anci indep�ndent in [h� expression of their own positions and opinic�ns. <br />Yet, once elected, t�aey are expected to becorne collabarative partners and act as a team to <br />lead and guide a corr�plex organization with wide rar�ging ar�ci often z:r�econcilable <br />con#Iicts and priorities. The Cou�cil and Mayor aIso carry responsibilities and e�ica� <br />ob�igations regarding the prudent use of puEalze funds and often a�'e farced to make <br />decisions in a"fishbowl" environment of scrutiny and public cynicisan. <br />Roseviile has taken a variety of approaches to sezve the r�eeds of its elected offieials in <br />carryina out their duties.
