Goals and assumptions <br />The Council wants to �ove quickly, be prudenF in �zse of tirne and resources, and groduce both <br />tangible and intangible results that will: <br />a. Increase the understanding, respect, and effective use of diverse learning and working <br />styles <br />b. Build relationships and processes ta su�port collabaration and tearr�work among its <br />members as it provides leadership and oversig�t for tile City <br />c. Help the Council ar�iculate a vision for t�e City, set �oa1s, and monitar pragress over <br />tim� on its accomplishments <br />Assumptions <br />We believe the fzrst step in hviiding an effective cansultant-client relationship is t�e clari�ication <br />of roies and responsibilities. An explicit staternent of assumptions helps to da so at the very <br />beginning bf a project. The following proposal �aakes the following assumptions: <br />1. Elected of�icials have limited tirrie to spend and are often reI�ctant to invest in iheir own <br />development. This is �specially true in times of restricted financial resources and public <br />concern over rising taxes a�d the value of govern�nent. <br />2. Confiict is a ndrmal part of the work of Elected officials, yet it is oftera avoided or <br />unresol�ed in a context of campeting d�rriands, divergent opinions and values, and the <br />need to model effectave Iesdership for bath the stafF and citizens of the City. <br />3. Incredible individuals often rnake incredibly ine��Fzcient committees and teams due to a <br />Iac� o� clariiy o� roles, focus on outcomes, and understanding af how to best use the <br />di�ersiCy of its own �nembers' skills and personaiities. <br />4. The demonstratian of accout�tability and accomplishment of goals and improved quality <br />of �ife in the community is a s�ared goal, but often z�equires frank discussian and <br />coz�npz'omise in order to articulate a cohesive vision and �rovide direction aza pz'iorities <br />over time. <br />5, The more th� project can build o� and use existing knowledge, pracesses of engagement, <br />community dialogue, and meeting schedule the more efficient and effective it will be. <br />rrr. Approach and Process <br />By using a combination of self-SCaring instruments, three facilitated half-day sessions, pre-work <br />in preparation for each session, fallow up surnr�aries, and use o� Che exzsting wark schedule, tha <br />Councii ean achzeve its goaIs with reasonable commitments of time and resources. <br />Step 1: Getting Ready <br />A. The eonsuitant will conduct individual interviews with Council me�nbers, Mayor, City <br />Manager and up to 5 adc�itional persons selected by the Council.
