REQUEST FOR CITY C�UNCIL ACTION <br />DATE: 02/27/06 <br />ITEM N�: 3•� <br />Departn�ent Approval: Mai�ager Approval: Agenda Section: <br />DW - -- CONSENT <br />item Descripiion: Request to allow Planning Cornmission to complete background study <br />#3 of Roseville Comprel�ensive PIanning v�vith John Shardlow <br />(PF3692). <br />1.0 REQUESTED ACTIDN: <br />The Roseville Planning Cammission has been setiing the stage for the mandatory 2007-2a08 <br />Camprehensive Plan changes by doing preparatory wo�� with the City's consultil�g planner, 3ohn <br />Shardlow. The Council is asked to approve the next {#3, April Sth) presentation in the scri�s. Th� <br />cost of this educatianal series is being borne by the Cornmunity Development professional <br />services approved 2006 budget and by DSU as a contribution to the local planning effort. (These <br />pr�sentations are always public and are on cable, on tape, and Cll disc of the Power Point, as <br />well as in paper hand out format.) <br />2.0 BACKGROUND: <br />The staff asked Mr. Shardlow and DSU in t�e spring of 2005 to provide an introduction �o Rose�ille <br />Planning — Past, Present and Futur�. Since his firm, DSU, ha� spent over 30 years warking with <br />RoseviIle, Mr. Shardlow agreed to do backgraund research and presentation work as well as spend <br />an evening with the Commission on topics which would inform �he Cornmission and ihe p�iblic oi� <br />the rale of planning in the city. Members of the Cou�cil questianed the expenditure, coi�tent, and <br />asked to be infornled (and approve) o�' �uture requests a��d presentations. <br />21 Wurksho Nucnl�ear One Au ust 3 2005 <br />The first workshop focused on the origins and growth of the City of Roseville. DSU docume�ated the <br />physical gr-owth of the city fra�n its early years as Rose Township and follawed Roseville's <br />developxnent through the decac�es. This was done with rnaps, photographs and dac�ments. <br />2,2 Workshop Number Tr�vo (October l�, 20Q5) <br />The second war�shop looked at the growth and developmez�t of the broader northeast suburban area <br />and the Twin Cities Metropolitan Area during the same time periods as Workshap Number One. Th.e <br />purpose was to understand what was gaing on around Roseville during its growth ax�d develapinent <br />and to understand the inierconnec�edness of the cammunity with iis sur��oundings and the broader <br />marlcet place. <br />2.3 Workshop Number Three (tentafiveiv April 5, 2Q061 <br />Workshop n�znber three looks at Rose�ille and the surrounding communities today, uiilizing all of <br />t�e GIS maps and resources that the city has developed, as well as the demographic research t�at has <br />previously been completed by John Carpenter.
