4.0 REViEW of REQUEST: <br />4.1 Big City Tavez-n & Oops TF�eater have requested a CONDITIONAL USE PRMIT {CUP) <br />to allow a dinner th�ater to utilize a por�ion of the existing iower level banquet area. <br />4.2 Section 1 �05.015 of tl�e Roseville City Code stipuiates that a Restaurant Class IV — <br />Traditional with "live entertainment and/or dancing" requires an approved CUP. The <br />current use of the prert�ises is a permitted use under the same section af the Code. <br />HISTORY: <br />4.3 In early January, the City P�anner met wit� representatives of Big City Tavern to review <br />their interest az�d provide t.hez� with essentzal i�foz�znatio� regarding any revzew anc� <br />approval for the inclusion of "live entertainment" within the prernises. <br />4.4 Based on a review of the code and the function of the premises, the City Planner <br />concluded tha� staff support could be give to the "change in use" but that additional <br />information vvas necessary regarding the banquet area, number of customers and �arking. <br />4.5 In 2003 the City of Roseville issued a permit for KFAN the Restaurant, which permit <br />allowed the rernodeling and expansion of the former Lido Cafe. The permit was <br />reviewed by the Planning Divisian conditioned on meeting a specific parking farmula <br />totaling 364 parking spaces, including (but not Iimited ta} 87 parking spaces for the sit- <br />c�o�rn restaurant; 110 for the bar, lotznge, pub�ic area and game rnnm; 42 for the sky <br />boxes, 75 for the banquet area; and 10 for ihe outdoor seating area. <br />4.6 Because the site k�ad liznited parking (172 spaces) the owr�er was required fia enter into <br />agreements with adjacentladjoining properties for sharing off-peak hour parking. This <br />strict requirement was necessary to ensure that adequate (Code required) parking was <br />achieved given ihe muliiple uses that could occur at any one time. <br />4.7 However, since the issuance of that perrnit, the awners I�ave terminated their agreement <br />with Clear Channel Communicatinn and have changed the narne of the restaurant and <br />auxiliary uses ta Big City Tavern & Banquet Center. The business also does not have the <br />traffic originally anticipated by staff when firsti reviewed. <br />4.8 The original struct�zre was built in 1986, is located on 2.4 acres, has a Campre�ensive <br />Land Use Plan designation of Business, is located in Planning District 1 Q, and the <br />property is zoned B-2, Retail Business Dist�ict. <br />USE SPECTFICS: <br />4.9 Th� proposed dinner theater would occupy the Twin Cities Roorr�. This banquet room <br />Y�istorically has been boolced 3� - 40% af the available time on Friday and Saturday nights <br />and mast often for large wedciing parties — up ta 200 people. <br />4.10 The estimated capacity �or Oops Theater is 100 people, which is about half of the <br />capacity of the Twin Cities Room.
