4,11 Oops Theater anticipates an initial Friday and Saturday evening performance (6:00 to <br />10:30); a Sunday matinee (12;00 to 4:15}; and a weekday z�natinee {12:00 to 3:30), which <br />times will not typically canflict with the peak customer volum� of the bar/restaurant. On <br />a typical Friday nr Saturday evening t�e sit-dowta restaurant is busy between 5:00 and <br />8:00 p.m. while the Iaar has limited patrons. After $:00 p.m. the bar area has sean an <br />increase in patrons while the sit-down restaurant has s�en a reduction. Currently the <br />facility (l�ar and restaurant portion) is experiencing a capacity of 60% or less on a Friday <br />or Saturday evening. <br />�.12 Sectian 1018.0$ af the Roseville Ci�y Code requires onTsite parking at a zninimum o£ 1 <br />space for every 2.5 seats in the sit-down portion of the restaurant; 1 space for every 20 sq. <br />ft. of bar, lounge, public area, and game room; 1 space %r every SO sq. ft. of each skyl�ox: <br />1 space far every 50 sq. ft. of banquet area; and 1 space for every S seats in the outdoor <br />seating area. The szte has I72 spaces and the owner has a cantract (Edina Realty lot) for <br />98 spaces and verbal agreements (Ford and North �uburban Clinic) for 106 spaces, for a <br />total useable parking allowance of 376 spaces. <br />4.13 The Community Development staff has re�rievved the function of the premises and <br />conclucies that the parking is adequate �rith a proof-of-parking pez-imit. <br />5.0 REVIEW of CONDITIONAL USE PERMIT: <br />S.1 Section 1013.01 rec�uires the Ci�y to consider the following criteria when reviewing a <br />Canditional Use Permit: <br />a. Irnpact on traffic <br />b. Impacts on parks, streets and other public facilities <br />c. Compatibility of the site plan, internal circulation, landscaping a�d structure with <br />contiguous properties <br />d. Impact of the use on market value of contiguaus properties <br />e. Impact an the general pubiic health, safety and welfare <br />f. Compatibility with the City's Compre�ensive Plar� <br />5.3 Permitted Uses. The City Planner has reviewed the propos�d "change in u�e" and <br />eoncludes that the re-use of an existing banquet area is permissible — and permitted in a <br />B-2, Retail Business Distrzct by issuance of a Canc�itional Us� Permit. <br />5.4 Traffc. T�e ac�dition of Oop$ T�eater wiIl no� increase traific volurnes anticipated when <br />the initial permit was issued. However, staff does conclude that site parkir�g demand <br />(including shared facilities) and adjacent roadways may cxperience a reduction in t�e <br />original volume of vehicles due to the dinner theater. Specifically, large groups will be <br />bused to the site and theater patrons tend tn travel in larger groups than those wha <br />patronize a ba;r/restaurant. <br />5.5 Compatibility.
