Staff Approval: <br />CB <br />REQUEST FOR COUNCIL DISCUSSION <br />Date: 3-21-06 <br />Item No: S. <br />Manager Approval Agenda Section: <br />WORK SESSION <br />Item Description: HRA Recommendation re�ardin� Rental Licensin� Issues (HF0036) <br />l.�l <br />I.I <br />I.' <br />�.[i <br />t.l <br />�.? <br />�.; <br />�.�) <br />Requested Discussion: <br />The HRA will be presenting their recommendation regarding the rental licensing program based <br />upon comments generated by the second public hearing and the City Council action regarding the <br />property maintenance code. <br />HRA is seeking further Council input and support prior to proceeding with the recommendations. <br />Back�round on Process: <br />At the City Council request, the HRA held a public hearing on January 17, 2006. The staff <br />presentation and public comments are summarized in an excerpt 'ti'om the HRA meeting minutes <br />attached to this report. In addition, attached are comments received by eznail and mail. <br />Based u�on the conm�ents and questions at the public hearing, the [[l� �� adopted the attached <br />recommendation for Council discussion. (Attachment) <br />��� sun�r►ary, the HRA is seeking the following comment & support froin the City Council <br />a. The HRA recommends delay in action on the establishment of a rental licensing program to <br />more fully evaluate the affects of the Council adopted Roseville Housing Maintenance Code <br />b. The HRA is willing, with Council support, to reallocate a portion of the HRA budget for <br />rental licensing to fund necessary contracted inspection staff to successfully help address the <br />increase in code compliance generatedby the Housing Maintenance Code if needed. <br />c. The HRA is seelcing City Council support in the establishment of a Citizen Advisory Group <br />to more fully review and study the issues associated with rental properties. The group <br />would provide citizen review of Roseville's draft ordinance, evaluation of data and <br />complaints, and seelc additional public comment from neighbors living next to rental housing, <br />people living in rental housing and landlords. It is suggested that the group include lcey <br />stalceholders such as residents concerned about rental housing, rental owners, renters and a <br />representative from Northwestern College. This process, funded by the HRA, would help <br />bring the community and stalceholders together to prepare options that worlc for all parties. <br />d. The HRA is also seelcing Council's support to participate in any Council visioning process <br />regarding housing issues in Roseville. The housing component of the visioning process <br />should address af'fordability, neighborhood balance, life cycle housing, and diversity. <br />Suggested subjects to study and address include neighborhood changes, lot size standards, <br />redevela��nent standards, infill development, design standards, open space, etc. <br />RECOMMENDED COUNCIL ACTION: <br />Review public hearing minutes and comments and disucss and provide input and support regarding <br />HRA recommendations as outlined in section 2.3 of this report. <br />Report Prepared by: Cathy Bei�nett, 651-792-7015 Attachments: HRA minutes, citizen conars�en�s, HRA <br />approved recommendations <br />itCA�H1tA Rental Recommendation (03-21-06) - Page 1 of 1 <br />
