Roseville HRA's Recommendation regarding Rental Housing and Housing Change in
Roseville
Adopted by the H,A. Board on February 21,2006
The HRA discussed several options associated with the rental licensing ordinance and is
recommending the delay in action on the establishment of a rental licensing program to more
fully evaluate the affects of the Council adopted Roseville Housing Maintenance Code. The
f] r is willing, with Council support to reallocate the I IRA budget for rental licensing to fund
necessary contracted inspection staff to successfully help address the increase in code
compliance generated by the Housing Maintenance Code.
In addition, the HRA is seeking City Council support in the establislunent of a Citizen
Advisaay Group to more fully review and study the issues associated with rental properties
including the review of Roseville's draft ordinance, evaluation of data and complaints, and
seek additional public comment from neighbors living ne to rental housing, people living in
rental housing and landlords. The group could include key stakeholders such as residents
concerned about rental housing, rental owners, renters and a representative from Nortwestern
College. This process, funded by the HRA, would help bring the coinnunity and stakeholders
together to prepare options that work for all parties.
The HRA is also seeking Council's support to participate in the Council visioning process
regarding housing issues in Roseville. The housing component of the visioning process would
address affordability, neighborhood balance, life cycle housing, and diversity. Subjects to
study and address could include neighborhood changes, lot size standards, redevelopment
standards, infill development, design standards, open space, etc.
