Member Maschka asked how the Ciry can address parking in single family areas. Heffernan <br />suggested parl�ing passes. Overcrowding is due to new landlords not knowing the codes. <br />Jim Badzinski, 385 Owasso Blvd, agrees witlt previous speakers and suggested paved parking <br />requirements for all properry owners. He expressed concern regarding proposed ordinance section <br />907.13 — three strikes or tenant violations. This holds the landlord responsible for tenant behavior <br />which is difficult for a landlord to control. <br />Arnie Albrecht, 362 N. McGarro�s noted that the rental ordinance is a serious invasion of renter <br />privacy. This does not require a search warrant and should not he done. Why is interior adequate <br />for owners but not renters? Need more help with code compliance. The ordinance has unknown <br />costs. What are the legal costs? Will a short fall be borne by the renter or by tax payers? It <br />would take a fee of $�Oa per unit to support the program. Licensing is counter productive to <br />affordable housing. Why is there an exemption for relatives? What is the appeal process — why <br />appeal to the HRA when they are the manager of the program? Why are utilities billed to the <br />landlord, is there a problem with the current process? The landlord will put a flat charge on the <br />renter which will increase the rent. There will be no incentive to conserve water. The ciry needs <br />to learn to enforce existing problems. <br />Ron BarCz, 1499 Clarmer, lives adjacent to rental properry with 7-8 renters in one home. <br />Landlords and neighbors are separate issues. He expressed concerns about overcrowding within <br />units — the landlords must be involved in the licensure and supports the ordinance. The Ciry can <br />not enforce overcrowding through the zoning code. <br />Joel Weiss, 2720 Dale Street, asked if a car parked on the grass is a violation and if it is why <br />police can't enforce it. The proposed program is onerous because of a few had cases. He noted <br />that everyone should pay more taxes to address the issues as a whole rather than just address <br />rental properry. <br />Mike Tracey, owns rental properties in Roseville and asked the HRA to look at the issue from a <br />renter perspective. The landlord lease should control parking. Focus on the problem rather than <br />groups of people. <br />Brian Larson, 182 Skil]man, asked for details of exemptions for owner occupied units. When <br />there are problems with evicting the renters the landlords should not be penalized. This is a better <br />ordinance than the first version. <br />John Abler, duplex owner, asked for details of overnight parking on Ciry streets. The solution is <br />for a problem that does not exist. The ordinance needs more work. Concerned with section 907- <br />03 and inspection process with 60 day delay. Should look at Anoka licensing program. <br />Bob Murphy, 1667 Millwood, explained neighborhood sales and uncontrolled number of renters <br />within single family dwellings, especially college students. The increase number of calls should <br />be billed and sent to owners or increase the staff for compliance. <br />Mitch Erickson, 1377 Forest Lane —Arden Hills, owns properry in Roseville adjacent to <br />Northwestern College with more than 4 people in the home. Ciry does not need another <br />ordinance but need another code compliance officer instead. Parking is an issue if 6-7 vehicles, <br />code enforcement should ask what is going on. <br />
