Housing & Redevelopment Authority in and for the City of Roseville <br />Excerpt of Minutes - Tuesday, January 17,2006, at 7:00 p.m. <br />Public Hearing for Proposed City of Roseville Rental Licensing Ordinance (HF36} <br />Chair Majerus opened the hearing by explaining the process and requested Executive Director <br />Bennett to provide a brief history and verbal su�r�inary of the proposed ordinance. Permits <br />Coordinator pon Munson and Codes Official Rick Talbot were also available to clarify data and <br />answer questions. Ms. Bennett noted that studies completed by the HRA regarding this issue and <br />coa�ments received in 2004,2005 as part of the neighborhood meetings. She explained the <br />purpose of the ordinance and listed the most coit�mon issues. Ms. Bennett explained the land use <br />code co�nplai��ts that are related to rental properties. She then explained the proposed ordinances <br />and a checklist that will illustrate the types of issues that would be inspected. Ms. Bennett <br />explained the exceptions to the ordinance and enforcement process. Mr. Talbot explained some <br />of the types of code compliance issues he has encountered in the past two years. <br />Member Millasovich asked if the rental violations are primarily from small 1-4 unit buildings <br />Talbot explained that most complaints are from 1-4 unit buildings, noting that larger rental <br />co�nplexes are professionally managed. <br />Chair Maj erus asked for numbers of units that were not in compliance. Mr. Munson explained <br />the extrapolation of the statistics throughout the community. There are a number of repeat <br />property violations. Chair Majerus asked for details of#he check list of rental inspections (similar <br />to HUD inspectio��s). Chair Majerus asked if the staff had reviewed the seasonal or phased in <br />approach to inspection, perhaps by section. <br />Chair Majerus invited the public to comment and asked that each person state their name and <br />address for the record as well as complete the sign in sheet. <br />Georgina Hall, 385 Transit Street, stated that she was a representative of the League of Women <br />Voters and although the organization has no opinion on the ordinance they did hand out a list of 5 <br />questions that they would like answered. Bennett noted that they questions and answers would be <br />posted online. <br />J�sm Krautbauer, 3033 Rice Street, explained that he has worked with Mr. Talbot on code <br />violations relating to one of his rental properties and felt that there was no need for an ordinance <br />to address compliance issues. Felt that the ordinance sends a message that the City does not want <br />renters in Roseville. Maintaining grass and parking is not only a rental issue. He stated that 80% <br />of the complaints are for owner-occupied units in the city. Renters have organizations to support <br />them and make sure that landlords are providing them with safe housing. Competition keeps <br />rental pro�erfy in good repair. Rental properties pay more taxes because they are non-homestead <br />(not true anymore in Roseville n o homestead tax credits provided). Perhaps the problem is a <br />decrease in ownership units in Roseville and asked why Roseville is getting more rental units. <br />Do not over govern and create a tax burdett on rental properties. Landlords must post the owners <br />naines already withiEl the unit. <br />Mike Heffernan, 2244 Dale Street, disagreed that the City staff has note taken care of the <br />problems. The numbers of complaints were mostly single family owner occupied properties. <br />There :Il �L be budget short falls and Rick Talbot needs additional staff. <br />
