Not being <br />comfortabie speaking publicly, and also feeling a bit outnumbered, I did not <br />speak out with my concerns. 1 offer them to you with this memo. <br />A strong contingency of rental owners felt that they would be penalized <br />unfairly wirll the ordinance. I t appears that there is a significant problem <br />with rental units regarding overcrowding, noise, yard debris and parking. <br />Most of these issues should be, or couid be addressed with current city <br />ordinances if we had more personnel to enforce them. <br />However, t;4ie inability to access a rental residence to verifyjassess the <br />overcrowding issue MUST be addressed. I s there a way to adopt and enforce <br />an ordinance providing legal entry at the point when it is obvious there is <br />a problem? This should be especially pertinent for repeat offenders. <br />I n the absence of a licensing ordinance, should this not be adopted, perhaps <br />using the allocated funding to support additional inspection staff would be <br />a viable way of increasing expediency and efficiency in enforcing the <br />current ordinances. The city assisting landlprds in the screening process <br />for renters could reduce the number of potential problem tenants. Another <br />option focused on maintaining quality housing would be to limit the number <br />of rental units of this nature in the city of Roseviile. The off sale liquor <br />businesses are limited to a number proportionate to the popuiation of the <br />city. Rental units are a business and do have an impact on neighborhoods. <br />Couid they not be monitored and limited in a similar way? <br />Ps a taxpaying resident of RoSeville, I feel very strongly about maintaining <br />healthy and strong neighborhoods as well as property vaiues. Rental <br />property owners have business ventures in residentiai areas. As taxpayers <br />in these areas, we have the right to expect our quality of life and our <br />property to hoid their values. This requires ALL properties, rental or not, <br />to corr�ply with city ordinances designed to prevent deterioration of our <br />community. As 1 mentioned above, the overcrowdinq issue MUST BE CURBED. <br />When there is overcrowding, many of these other �rc�ms follow.
