However, it became <br />Cledr that there are already iaws in place to address most of the issues the <br />proposal is targeting making this proposed ordinance unnecessary. <br />As 1 listened to the array of cnrnplain�s regarding rental houses, it became <br />apparent these complaints could alsv apply to single family homes. On my block <br />alone, is a home with 5 cars i n the driveway, two of which do not work and have <br />been parked there for over a year. This particular neighbor?s famiiy and <br />visitors park in front of my home and the neighbor to the west. We have three <br />homes on the biock where the owners wait until the grass is 8 inches high <br />before they mow. There are two homes where the construction never stops, <br />leaving their yards with construction debris or unkempt. I digress slightly, <br />but my point is that single family homes also violate city ordinances, yet <br />there is not another layer of ordinances being proposed. Why single out rentai <br />property? <br />Aiong with the above neighbors, we have a Section 8 home. For the past 3 years, <br />this fami�y?s chiidren have terrorized this biock. I wlll not go into <br />specifics since the incidents are a matter of public record at the police <br />department. Based on this, I have questions: Should this ordinance be adopted, <br />will Section 8 have the same high standards expected of them? I f their building <br />is so badly damaged by a renter, will the home be uninhabitable until Section 8 <br />makes the repairs, passes the inspection and gets the rental license back? <br />Will section 907.13 hold for the Section 8 renters as well? To date, this <br />family has repeated violated several existing city ordinances, yet they remain <br />in the home. (Thank you, Ms. Bennett, for your tremendous assistance in this <br />matter.) <br />Rental units are a certain form of low income housing. Many people are unable <br />to afford their own home and end up renting. This disparity grows on a yearly <br />basis, most likely increasingthe number of rentai properties. By pressuring <br />iandiords, through this proposed ordinance, they may very well self of this <br />type of housing. Isn?C ensuring that Roseville has sufficient low income <br />housing a function of your counCil? <br />I f Roseviile is greatly concerned about the number of single family homes that <br />have been turned into rentai property, perhaps there should be an ordinance <br />that limits the number of rental property in this city -just as you do for <br />liquor stores. Landlords could apply for a iicense prior to purchasing the <br />property for this intent. When the maximum number of licenses has been met, no <br />more rentai property is allowed. Property rentai is a business -just lik� any <br />other. <br />I would propose, if there is indeed $80,000.00 raised, hiring two assistants <br />for Ric[c Talbat to ensure the current codes are upheld. This would forgo the <br />need for another unwarranted ordinance and ensure our housing stock is kept in <br />- - f.�?;1 �� z Otr� <br />� <br />
