I attended the HRA meeting <br />at Roseville City Hall on 1/17/06 to learn more about the proposed Rental Licensing Ordinance. To say I was <br />shocked by the number of non-resident landlords in attendance at this meeting is an understatement. The <br />audience didn't learn why the number of non-resident landlords outnumbered the resident homeowners until the <br />last moments of the meeting. The landlords were sent personal notices of the meeting while homeowners of <br />Roseville were expected to learn ofthe meeting via a short article in the Roseville Newsletter. Hardly fair. The <br />perception at the meeting was that the landlords are more passionate or care more about their cause than the <br />homeowners do. Believe me, homeowners care and are very passionate about their residences within the City <br />of Roseville. In the future, if notices are sent to the landlords, please send notices to all of the homeowners too. <br />My wife and I have been the co-captains of our Neighborhood Watch Program for 10 of the 13 years we have <br />lived here. We can tell you the names and ages of the children that live in our neighborhood, the occupations of <br />the parents, the churches they attend, etc. This didn't happen overnight. It took time and energy, but is well <br />worth it. IYs not nosy, it's neighborly-- a healthy bi-product of longer-term home ownership (�s. shorter-term <br />rentals). To say no altogetherto non-resident landlords is too late. We have two group homes and a <br />Northwestern College "dormitory" single family home all within two blocks of our home. And so as I said at the <br />meeting, I believe you need to take the ordiance further by using it to limit the number of non- resident landlords <br />in Roseville. Enough is enough. These landloards are not Santa Claus. They are shrewd businesspeople who <br />are in it for reason-financial reward, not community building. <br />I applaud your efforts to bring this Rental Licensing Ordinanceto fruition. All of our surrounding communities <br />have rental ordinances. If Roseville doesn't enact an ordinance soon, we will have a inordinate amount of <br />renters living here because there are no rules that the landlords have to follow. If this happens, the For Sale <br />sign will go up on my home before the value drops significantly. We have fully remodeled both the main <br />bathroom and the kitchen, and had the yard professionally landscaped.
