Cathy Bennett
From: Monte 8L"ANK
To: Cathy Bennett
CC:
Subject: Rental Licensing
Attachments:
RHRA
Sent: Fri 126/20064;Q6 PM
My name is Monte Smith and I live at 1141 Garden Ave. I own and rent a single family unit in this
area.
I completely agree with your interest in keeping Roseville's housing stock in good condition and
meeting city codes.l think lower priced houses and neighborhoods are vulnerable to degradation as
they age. disagree with your approach to this problem. I think you need to aim your approach toward
all homes to make a dent in this problem. There are several owner homes in my neighbor that have
had the same problems inside and outside as you are addressing in your rental ordinance. The
ordinance you are proposing is very unfair. A rental home must comply with your ordinance but an
owner hotne next door does not.
Your proposed interior inspections are an invasion of a renter's privacy. How would you like to take
time out from your joblfaiily and schedule an inspection and have a stranger examine the interior of
your home?
I think the fee you are proposing will escalate rapidly in the future and will be added to all rents.
Rental units already bear the burden of the non-homestead tax. Renters need good housing at
affordable prices. Single family rental units are not as financially lucrative as many RHRA members
believe. It is a very competitive business and you are lucky to turn 4% a year profit with good tenants
that respect the property.
The ordinance you are proposing costs way too much for a few problem homes. In the recent meeting
{1117) it was stated that about 30% af the 400 homes or 125 have complains. It was also stated that the
majority oithese 125 problems were addressed and corrected with just a call or letter. From the
meeting information I would guess about 20% of the 125 or 25 would not comply with a call or letter.
The proposed ordinance is far too costly to take care ofst 25 problems out of all the homes in
Roseville.
or r1 0
