The first phase, <br />between Long Lake Road and Snelling Avenue, started construction in 2005 and is nearly finished. <br />The second phase of construction between Snelling Avenue and Oxford Street is proposed to start <br />this summer. <br />On March 13,2005, the City Council received the feasibility report for the Phase �I reconstructionof <br />County Road C and ordered the public hearing. Prior to opening the hearing, staff will present <br />general information regarding construction, standards, and assessments that apply for this project. <br />The two projects described in the feasibility report are closely related, the first is the proposed <br />Ramsey County roadway reconstruction project and the second is the work described as the <br />Roseville's Streetscape project, both project limits are from Snelling Avenue to Oxford Street. We <br />have held a number of information meetings with property owners regarding County Road C over the <br />last 5 years. <br />Special Considerations: County Road C Reconstruction project and Streetscape project, while <br />closly related do have different funding sources and schedules. <br />Reconstruction praiect: County Road C is a 4 lane bituminous roadway that is deficient in <br />pavement quality, the existing pavement and base need to be replaced. County Road C is deficient in <br />turn lanes at numerous access points along the route. All left and right turns off of the road are <br />currently made out of through lanes with the exception of the intersection at Hamlin.e Avenue which <br />has been striped as one through lane in each direction with opposing left turn lanes. There are no <br />right turn lanes at Hamline Ave. There are currently no left or right turn lanes at the intersection <br />with Lexington Avenue. The lack of left turn lanes at Lexington Ave has resulted in a higher than <br />normal number of accidents. <br />The overall design of this road was discussed at a Council work session in 2003. The proposed <br />width is wide enough to accommodate 5-lanes if in the future the additional capacity is needed. The <br />project is proposing to replace the deficient pavement and widen the roadway to accommodate <br />current and future traffic volumes. A two-way center turn lane or median will be constructed along <br />the entire length to facilitate left turn movements and improve safety. Right turn lanes will be added <br />
