Signal timing will also be <br />adjusted to ensure the roadway is operating at optimum efficiency. <br />Streetscape Proiect: In 2001, the City commissioned a�nasterplanningstudy to review streetscape <br />improvements along County Road C from Long Lake Road to Rice Street. Following an extensive <br />public involvement process involving the City Council, Roseville residents, business owners, and <br />Ramsey County, the County Road C Streetscape Framework Manual was adopted by the Roseville <br />City Council in March of 2002. <br />The City applied for and received federal funding for the streetscape project in 2002. The original <br />grant was for $1,000,000 which has been adjusted for inflation to $1,130,000. This funding can be <br />used for construction costs for both Phase I and Phase I� of this project. These federal funds can <br />provide up to an 8012a matching program. The City will need to fund 20°/o ($226,000) of the <br />construction cost with internal funding. In addition to these matching construction funds, the City <br />will need to fund any design costs. At this time, we anticipate developing these plans with our <br />existing City Staff. <br />Following Council direction, staff developed a level of design using the manual as a basis. The City <br />Council requested that we emphasize landscaping and eliminate the "non- functional" streetscape <br />elements. Using this as a guide we will be able to develop a landscaping plan that is on par with <br />what is proposed in the Framework manual, and meets the construction budget defined by the <br />Federal funds. This modified design was approved for the Phase I streetscape at the Public Hearing <br />on August 12, 2002, and it is this same level of landscaping that we propose for this Phase II <br />streetscape design. <br />Financial implications: <br />Reconstruction Proiect This project is proposed to be funded by a combination of County <br />Municipal State Aid funds, infrastructure funds, and utility funds.
