PUST <br />DATE: MARCH 2O,2006 <br />RE: COMMUNITY VISIONING PROPOSAL — Version 4[Updates in Bold] <br />Back.°ground: The City of Roseville last coinpleted a community-wide visioning process in <br />1992. The Vista 2000 Project brought together nearly four hundred Roseville citizens organized <br />in six subgroups "to discuss problems, identify opportunities and formulate plans to guide <br />Roseville into the 215` Century." "Creating Roseville's Tomorrow Today" was the stated theme <br />of the project. For over 15 years, the Vista 2000 Report has guided the City in its development <br />of its Comprehensive Plan, its Capital Improvement Plan and the policy decisions made by its <br />elected officials. <br />The Problem: The Vista 2000 Report is outdated. �'i£teen years have passed since its adoption, <br />and Roseville like other first-ring suburbs is now in the midst of responding to challenges only <br />foreseen dimly in 1992 — including rapidly changing demographics, aging housing stock and <br />ever-shrinking public resources being stretched to cover increased demands for services. In <br />order for Roseville's elected officials to accurately reflect the will of its citizens, we need to <br />know what the citizens think and how they want their resources spent. To know that, we need to <br />ask them. <br />A Proposed Solution: The Roseville City Council should engage the citizens in an organized <br />process of community visioning. By inviting residents to participate, listening respectfully to <br />their input, and responding to their identified needs, the Council will be assured that it is well- <br />advised and on track to effectively and efficiently guide the accomplishment of the City's <br />business <br />Update: On March 13, 2006, the Council appointed three members (Pust, Ihlan and Maschka) <br />to work together for the purpose of refining the proposal and identifying the next action steps <br />for the Council to consider. The work group has further refined the proposal for the <br />Community Visioning process and seeks the following action from the Council: <br />1. Discussion of budget implications, including direction regarding source and amount of <br />funding currently available, if any, to support community visioning proposal. If <br />sufficient funding is not currently available, Council should discuss moving the Visioning <br />process back to 2007 in order to identify funding sources in the 2006 budget process. <br />?, If sufficient funding is available, consideration and approval of the March 22,2006 <br />process proposal, with specific discussion of proposed timeframe in light of summer <br />schedules, ete, and direction to further proceed as proposedlchanged. <br />,�, If sufficient funding is available, suggestions made to the work group regarding names of <br />individuals interested in serving on the Steering Committee. The work group will <br />consider, verify interest and availability, and report recommendations back to the <br />Council for appointment on April I[h"' . <br />�, If sufficient funding is available, discussion of possible dates for brainstorming sessions. <br />
