When I talked with Carl Neu, he emphasized that the timing of the <br />process is also important in terms of the council's ability to implement the <br />community's vision through concrete steps like funding identified policy <br />initiatives, and including community goals in the city comprehensive plan. <br />If the visioning process takes place in the first half of 2007, the council <br />will have time to include community goals in the 2008 budget (or do <br />outcome-based budgeting based on community-identified priorities). This <br />won't be feasible if the visioning process happens this year on the schedule <br />proposed. And if visioning happens in early 2007, there will still be time <br />to incorporate the community input in the 2008 comprehensive plan <br />update process. <br />I hope we can include these items for discussion at our next meeting. <br />
