City Council Study Session — 03120106 <br />DRAFT Minutes - Page 14 <br />Mayor Klausing directed staff to follow up on the consistency <br />and requirements for annual financial disclosure of all assets by <br />City Council members to determine potential personal conflict of <br />interest concerns, including any contributions received during the <br />year professionally or personally. <br />Mayor Klausing advised that he would take tonight's discussion <br />and comments into consideration and work with the City <br />Attorney to draft an ordinance for Council consideration; with <br />the only apparent lack of consensus over who would do the <br />investigation — the City Attorney or Ethics Commission; with <br />possible amendments to the draft as applicable. <br />�. Discuss Rental Licensing and Hear a Report from the HRA <br />HRA Executive Director Cathy Bennett of Barsness Consulting, <br />presented their recommendations regarding the City's proposed <br />rental licensing program based upon comments generated at the <br />second Public Hearing and past Council action regarding <br />implementation of the Roseville-specific and modified <br />International Property Maintenance Code (IPMC). <br />Public Hearing minutes and comments were provided to the <br />Council in the agenda packet, along with HRA recommendations <br />as outlined in Section 2.3 of the staff report dated March 20, <br />2006. The report recommended: <br />1) Delaying action on the establishment of a rental licensing <br />program to more fully evaluate affects of the Cauncil- <br />adopted Roseville Housing Maintenance Code; <br />2) Reallocation, with Council support, by the HRA of a <br />portion of the HRA budget originally allocated for rental <br />licensing, to fund necessary contracted inspection staff to <br />successfully address any increase in code compliance <br />generated by the Housing Maintenance Code; <br />3) Council support by the HRA of establishment of a citizen <br />advisory group to more fully review and study issues <br />associated with rental properties, including key <br />stakeholders (residents concerned about rental housing), <br />rental owners, renters and a representative from <br />Northwestern . <br />4) Council support for the HRA to participate in any more <br />global Council visioning processes regarding housing <br />Rental Licensing <br />and Report from <br />the HRA <br />r_ <br />
