� <br />Executive Summary <br />Purpose and Charge of Educational Planning Advisory Committee (EPAC) <br />At the request of Dr. John Thein, Superintendent of Roseville Area Schools, the Educational <br />Planning Advisory Committee was asked to provide a recommendation that incorporated sound <br />educational practices that promote high academic achievement with a long-range facility and finance <br />report. <br />Specifically, the EPAC committee was asked to: <br />• Study the current and projected educational use of all district facilities <br />• Consider the need for repairs and upgrades to district facilities in order to ensure greatest <br />educational effectiveness <br />• Examine the possibility of cooperative educational opportunities and ventures <br />• Contemplate additional revenue options or sources to support educational needs <br />. Review pertinent legislative action <br />. Review the current fiscal status and proj ected fiscal needs of Roseville Area Schools <br />• Utilize previous district planning efforts <br />Process <br />The entire membership of the EPAC committee met to receive orientation materials that included <br />presentations from district administrators and a demographics expert. As a large group we also spent <br />time brainstorming potential avenues to explore that would allow us to move the district forward in a <br />positive manner. <br />Given the breadth of data the committee had to explore, three subcommittees were formed. These <br />three subcommittees were Education, Facilities and Finance. The subcommittees worked <br />independently, but also utilized some of the same data to arrive at their recommendations. The <br />subcommittee recommendations are attached to this document as supporting data. <br />Our Executive Summary Recommendationis a product of an ad hoc committee that included <br />representatives from the Education, Facilities and Finance committees. The group tied together <br />common themes that were identified or are supported across all subcommittees. <br />Short Term Recommendations <br />Continue to closely monitor district budgets to assure that operations are efficiently managed. <br />Communicate budget information to public frequently and in a clear and concise manner. <br />D Conduct surveys to determine if the district is meeting needs/s#andards of our citizens. <br />Specifically examine: <br />o Why district citizens choose not to enroll their children in public schools (e.g., <br />religion, disenfranchisement,philosophicaldifferences.) <br />o The relative importance of what district families are looking for in our schools, <br />including probing features that could be impacted by the changes under consideration <br />and the relative attractiveness of different school choice options. <br />
