[�7�7 <br />Special Work Session <br />Roseville City Council <br />Joint Meeting with the <br />Parks and Recreation Commission <br />Tuesday, November 13,2001 <br />5.00 p.m. — 6:20 p.m. <br />Roseville City Council Chambers <br />Minutes <br />The meeting was called to order at 5:02 p.rn. <br />Beets called the roll of the City Council and all members, Maschka, Mas�el, Goedele, Klausing, and <br />Kysylyczyn, were present. <br />I, Welcome & Introductions <br />Mayor Kysylyczyn introduced the members of the City CounciL Parks and Recreation <br />Chairperson Pederson introduced the �aex�bers of the Parks and Recreation Board. <br />Kysylyczyn and Pederson welcomed all attendees, including Superintendent Thein from <br />the Roseville School District and Boy Scout AI�x Reichman, of Troop � 50. Kysylyczyn <br />reviewed the agenda. <br />Overview: Community Issues of Mutual Concern; <br />Commission's 2002 Workplan <br />City Manger Neal Beets reviewed the two apparent top priorities of the Parks and <br />Recreation Commission for 2002: formulating a community consensus about a <br />community center, and devising strategies to address on-going park maintenance and <br />reinvestment needs. <br />,�� Discussion of Roseville Community Center <br />a. Brief Overview of I�isiory <br />Parks and Recreation Director Bob Bierscheid reviewed the more than decade-long <br />history of Roseville's efforts to study and construct a community center. <br />b. Current Metro Facilities & Opportunities <br />Beets reviewed �he matrix attachment for this item. The n�at�'ix summarizes some o�'t�e <br />key features in ten metro cominunity centers, including our neighbors in Maplewood, <br />Shoreview, and New Brighton. <br />c. Cooperative Relationships <br />Bierscheid described potential cooperative relationships with th� school district, private <br />fitness centers, the cable comillis�ioi�, arts groups, senior citizens and others. <br />d. Site & Financing Issues <br />Beets indicated the range of options respecting a con�munity center site and financing. <br />� <br />
