City Council Regular Meeting — 03/27/06 DRAFT Minutes - Page 10 recently-elected Councilmember for the City of Mahtomedi. improvement Public Worlcs Director Duane Schwartz reviewed the background of the County Road C Reconstruction Project, noting that the first phase had consisted of the roadway between Long Lake Road and Snelling Avenue with construction started in 2005 and nearing completion. Mr. Schwartz advised that the second phase would construct the roadway between Snelling Avenue and Oxford Street and was proposed to start this summer. Mr. Schwartz noted that the two projects described in the feasibility report originally presented to the City Council in March of 2005 consisted of Ramsey County roadway reconstruction, followed by the Roseville Streetscape project, with both limited to the area between Snelling Avenue and Oxford Street. Mayor Klausing opened the Public Hearing at 6:3$ p.m. City Engineer Deb Bloom noted that numerous information meetings had been held with property owners regarding County Road C over the last five years. Ms. Bloom noted that, while closely related, the reconstruction project and the streetscape project both had different funding sources and schedules. _ Ramsey County Engineer Dan Soler reviewed the reconstruction — project consisting of replacement of existing pavement constructed to accommodate five lanes if future additional capacity was warranted, with current roadway widening, addition of a two-way center turn lane or median as applicable, addition of right turn lanes at Hamline and Lexington Avenues at County Road C to improve intersection capacity, as well as adjustments to signal timing to ensure optimum efficiency. Mr. Soler reviewed related storm water improvements (i.�.� rain gardens and stoz-m water infiltration basins); the proposed installation of temporary fencing along the south side of County Road C to separate the construction zone from the pathway, allowing for use of the pathway during the summer; installation of a sidewallc along the north side of the roadway; and restriping lanes.
