Mr. Soler clarified, at Mayor Klausing's request, the County's purchase of property, mostly bacic yards, for temporary easements. Ms. Timm noted that she had lost an entire 40-year old, 80' lilac hedge, eliminating wildlife habitat and a natural buffer; while gaining an 8' barrier fence that she would need to maintain. Ms. Timm sought assurance that the residential property owners would not be assessed. Ms. Bloom again clarified that staffs recommendation as presented to the City Council, did not include any residential assessments. Further discussion included staffs proposed assessment recommendations and costs; previous assessments of the church at the intersection of County Road C and Hamline Avenue and previous assessments paid for access off Hamline Avenue, in addition to residential zoning of the church.
