City Council Regular Meeting — 03/27/06 <br />DRAFT Minutes - Page 13 <br />Ayes: Maschlca; Pust; Ihlan; Kough and Klausing. <br />Nays: None. <br />Ms. Bloom noted that the proj ect would be bid and go to <br />construction this summer, advising that property owners would <br />be kept informed by the County and or City as per normal <br />process; and that the community should anticipate detours during <br />the construction project. <br />Maschka moved, Pust seconded, adoption of Resolution <br />No.10391 entitled, "Resolution Ordering the Reconstruction of <br />County Road C, Phase II." <br />Discussion included funding for the Streetscape project and the <br />City's competitive engineering and plan development staff costs <br />from the General Fund. <br />Public Comment <br />Wayne Heiman, 1412 Talisman Curve <br />Mr. Heiman expressed his concerns regarding the little room for <br />snow storage between the sidewalk on the north side and the <br />proposed fence from Pascal to Sheldon, and questioned why <br />beautification was even being considered on that side of the <br />street. Mr. Heiman questioned the expense of shrubbery and <br />trees in the limited space; opined he was adamant regarding no <br />fire hazardous materials or high maintenance plantings along the <br />fence; and spoke to City practice for maintenance of the <br />boulevard, and his participation in the maintenance above and <br />beyond that performed by City crews. <br />Mr. Heiman also expressed concern regarding snow plowing and <br />storage of treated street snow for maintenance and preservation <br />of the fence and plantings. <br />Ms. Bloom noted that the streetscape would be maintained by the <br />City; and staff would work with the Task Force and properry <br />owners to develop final plans, and reach a consensus for the <br />entire project area from Oxford to Long Lake Road; with due <br />consideration given to area concerns and logistics. <br />Mayor Klausing noted staffs expertise and past success in <br />building consensus and working with citizens on similar types of <br />
