I f you have received this electronic <br />communication in error, you should immediately return it to us and delete the message from your system. <br />Thank you. <br />�� � "Amy Ihlan" <arr�y@briollaw,com> 4/3/2006 2:25 PM ��� <br />Dear Neal and Council, <br />1 want to confirm that the Liquor Citation issue will be on the agenda for April 10, as Mayor Klausing indicated <br />last meeting, and to submit my questions again for legal opinions. <br />My main concern at this point is that our ordinance (Roseville Code 302.15) has not been followed or enforced. <br />I would like to focus first on the council's power and responsibility to impose the mandatory minimum penalties <br />under the ordinance. 1 propose that the council should hold a public hearing and consider whether there is any <br />basis for deviating from the penalties required under 302.15. 1 would appreciate any advice the city attorney <br />has on how to do this. <br />1 would also like to request legal analysis on whether the city council is required to hold a public hearing to <br />temporarily suspend a liquor license, or whether it would be possible to simply impose the mandatory minimum <br />penalties in the ordinance without any council involvement, with any appeals going to court. <br />1 believe all of these are public policy issues that must be discussed at an open public meeting.
