Final Comments <br />Again, it should be recognized that even with a hybrid budgeting approach, difficult decisions lie <br />ahead. Freezing the budget will result in less real dollars, which will in most cases reduce <br />service levels. <br />Also, the hybrid approach won't necessarily address financial concerns that have been identified <br />— in previous budget years. Soza�e of these concerns include continued reliance on reserves to plug <br />— budget gaps, insufficient reserve levels in the general, water, and other funds, and the lack of <br />— funding sources for new technology and other service delivery methods. <br />
