City Council Regular Meeting — 03/27/06 <br />DRAFT Minutes - Page 21 <br />citizen concerns and follow up by their elected officials. <br />Councilmember Maschka opined that the proposed resolution <br />didn't prevent the process as currently followed for normal <br />items; but noted the frustration he found in several items added <br />to an agenda, without time for staff or Council consideration of <br />research, with it then appearing on a future agenda after that <br />research had been done. <br />Councilmember Kough suggested changing Council meetings to <br />Tuesday evenings, allowing an additional day for review of <br />material. <br />Mayor Klausing noted tonight's Council Agenda Item # 14 <br />entitled, "Discuss Permit Fees for Residential Driveways," as <br />requested by Councilmember Kough; and the staff observations <br />regarding the request. Mayor Klausing opined that, while Mr. <br />Goodmanson had a legitimate issue for Council consideration, a <br />more effective process would have been to seek additional <br />information and rationale from staff as to the City's current <br />practice and policy; allowing the City Council to make more <br />informed and better decisions. <br />Councilmember Ihlan expressed concern that this new policy <br />would allow a majority of the City Council to remove future <br />agenda items in advance and could effectively block a minority <br />Council from future discussion. Councilmember Ihlan opined <br />that this wasn't a worl�load issue, but a basic matter of <br />democracy; and could diminish the Councilmembers from being <br />effective advocates for citizens. <br />Mayor Klausing, as a point of information, noted that the second <br />paragraph in the resolution language regarding subsequent <br />agenda meetings spoke specifically to that issue. <br />Councilmember Ihlan sought additional clarification of the <br />language. <br />Ihlan offered a friendly amendment to the language of the second <br />paragraph to note that future Council Agenda Items would be <br />included under future City Council Agenda for notice purposes <br />
