Councilmember Maschka opined that the proposed resolution didn't prevent the process as currently followed for normal items; but noted the frustration he found in several items added to an agenda, without time for staff or Council consideration of research, with it then appearing on a future agenda after that research had been done. Councilmember Kough suggested changing Council meetings to Tuesday evenings, allowing an additional day for review of material. Mayor Klausing noted tonight's Council Agenda Item # 14 entitled, "Discuss Permit Fees for Residential Driveways," as requested by Councilmember Kough; and the staff observations regarding the request. Mayor Klausing opined that, while Mr. Goodmanson had a legitimate issue for Council consideration, a more effective process would have been to seek additional information and rationale from staff as to the City's current practice and policy; allowing the City Council to make more informed and better decisions. Councilmember Ihlan expressed concern that this new policy would allow a majority of the City Council to remove future agenda items in advance and could effectively block a minority Council from future discussion. Councilmember Ihlan opined that this wasn't a worl�load issue, but a basic matter of democracy; and could diminish the Councilmembers from being effective advocates for citizens. Mayor Klausing, as a point of information, noted that the second paragraph in the resolution language regarding subsequent agenda meetings spoke specifically to that issue. Councilmember Ihlan sought additional clarification of the language. Ihlan offered a friendly amendment to the language of the second paragraph to note that future Council Agenda Items would be included under future City Council Agenda for notice purposes
