City Council Regular Meeting — 03/27/06 <br />DRAFT Minutes - Page 22 <br />only, not for removal. <br />Mayor Klausing opined that that option currently existed through <br />Council maj ority vote. <br />Councilmember Ihlan continued to dispute the proposed <br />language; and opined that the resolution doesn't address the <br />concerns of getting the packet delivered sooner. Councilmember <br />Ihlan outlined several scenarios with her personal calculations of <br />how long it could take for Council consideration of Council- <br />initiated items under the proposed resolution as currently <br />worded; and questioned how further delay of Council-initiated <br />agenda items served public purpose. <br />Further discussion included resolution language; and timing of <br />Study Sessions and gaps in meetings. <br />Ihlan offered a clarifying friendly amendment to the language of <br />the second paragraph related to notice purposes only, not for <br />discussion, action or removal from future agendas. <br />Mayor Klausing and Councilmember Maschka, as makers of the <br />original motion, concurred with the friendly amendment. <br />After further discussion regarding language, the proposed <br />resolution was adopted with the following wording: <br />"WHEREAS, the ability of Councilmembers to place items on the Council's <br />agenda is an important tool for Councilmembers to fulfill their roles as <br />elected officials; and <br />WHEREAS, the ability of the Council and staff to effectively manage their <br />work load and to properly consider items appearing before them requires <br />that they receive sufficient notice of agenda items; <br />THEREFORE, be it resolved that Councilmembers have the right to place <br />items on the agenda as follows: <br />A Councilmember may, at a Council meeting, request that an <br />[action] item be placed on a future Council agenda; or <br />(Klausing/Maschka amendment) <br />A Councilmember may make a request for an agenda item outside <br />of a Council meeting by submitting an e-mail request to the City <br />Manager, with a copy of the e-mail to other Councilmembers, no <br />later than noon of the Wednesday preceding the Council meeting. <br />
