Request for Council Action
Item Description:
k'..E; r''.rc[
Item: 10.
Fire Trainin, Officer and
Response to Accidents with
Iniuries
August 22, 2005
Consider Authorizing a Full-Time Training
Manager/Firefighter/Dayirme Shift Supervisor in the Fire
Department and Authorizing the Fire Department to Respond To
Accidents with Injuries
. BACKGROUND
We have made several presentations about these items. We need an up-or-down Council vote.
. TRAINING ]l,A,NGERI'7RE'IGHT/DA' SHIFT SUPERVISOR
I recommend the Council authorize this position now for the following reasons:
l. As demonstrated by the attached spreadsheet, this position would save the City money,
short-term as well as long-term.
2. In addition to saving the City money, the position would help us improve our level of
training and hence the quality of our services to the public — which is always a plus especially
for public safety positions.
3. The position would help us provide more consistent, reliable fire protection daytime during
weekdays — which is the time the community is most vulnerable to a fire or other emergency.
II. RESPOND TO ACCIDENTS WITH INTURIS
I recommend the Couz.cl authorize this program for the following reasons:
1. Firefighters are already on shift and being paid 85%of the time. (Moreover, if the Training
Manager/Firefighter/Daytime ShiftSupervisor position is approved, we can provide even
inore shift coverage.)
2. Firefighters are already trained and equipped for responding to accidents with injuries.
3. The program will improve customer service and public safety.
4. The program is revenue and budget neutral.
IV. RECOMMENDATION AND REOUEST
I recommend the Council approve these two initiatives now, just as you have approved changes in our
TT and License Center staffing that were budget-neutral and improved service.
Council Motion to approve a full-time FirefighterlSzft Supervisor/Training Manager position and to
have the Fire Deparhnent respond to accidents with injuries. _ . _
  .
  -
