The developer has received city approval of a 10- lot single family residential development encompassing 952,960, and 978 Parker Avenue. As a part of this development, Ron Anderson will be constructing a cul- de- sac, sanitary sewer, watermain, and storm sewer improvements. The developer has hired Larsa� Engineering to design the improvements. The City will work with their Engineer during construction to ensure the improvements are i::s±a�iP� according to the aYpr�vPd p�aus and City specifications. These imYrov�men*s, �nce constructed, will be turned over to the City. The plans have been reviewed and approved by the Public Works Department and conform with City specifications for construction. The final plans have been reviewed by Capitol Region Watershed district. They do not have any outstanding issues regarding the storm sewer design. The Developer has drafted documents for the establishment of a home owners association to maintain the private storm pipe along the west and east side of the development and the infiltration system on the east side near the Parker Avenue right-of-way. Policy objectives: In order to ensure that the improvements are built to City standards, we have drafted a Public Improvement Contract that defines the responsibilities involved with the proposed public improvements. Upon completion of the project, the developer's engineer must provide the City with As- built plans. They must also provide to the City Engineer a letter certifying that the improvements were constructed according to approved plans and specifications, and request that the City accept the improvements. Once the City Council accepts the improvements, the two-year warranty period will begin. Financial implications: All costs associated with construction of the new public improvements necessary for this development will be borne by the Developer. A$500 application fee as well as a $6,300 escrow is required. Appropriate surety in the form of a Letter of Credit will be provided for all public improvements in the amount of 125% of the construction cost, $314,547.16 for a total of $393,183.95. Once the construction of the improvenzents has been completed and accepted by the City, this Letter of Credit will be released and replaced by a two-year warranty bond.
