The property is owned by Ms. <br />KATHLEEN L. WEINKE. Tl iti staff has been working since August 26,2002. The owner l�as <br />been notifie�tl of this agenda item and Council meeting. �� <br />�. � PROJECT HISTORY: <br />2.1 'n i�• home at 850 LOVELL AVE W is owned by Ms. KATHLEEN L. WEINKE <br />who lives in the home. Mr. ED COSGROVE is the person operating the business <br />and creating the disturbance. It appears that he lives at the residence. <br />2. 2 Code complianceite�ns on rhe property include: <br />1. Ope�ating an automotive repau/detailing business, a violation of City Code <br />Section 1004.O1J2 (Motor vehicle repair in residential district). Since <br />August 26,2002, resident has a history of repeated warnings fiom staff, <br />numerous complaints fron� neighbors. <br />2. Multiple disturbance calls from Roseville police investigating noise <br />complaints (405.01). <br />�.� SUGGESTED COUNCIL ACTION <br />3.1 By motion, direct the staff to work with the city prosecuting attorney to cite <br />(Ramsey County Court citation) the owner for violation of the code. See <br />attached details. <br />�, l7 BACKGROUND: <br />4.1 Periodically the Conununity Development staff reviews Code violations relating to <br />property maintenance to determine whether there are properties in disrepair for an <br />extended period. The staff spends time attempting to gain compliance during this tinle <br />on these properties. Generally they laave not met the Code because the owner has been <br />unable (physically or financially) or unwilling to comply with the Code. A Ramsey <br />County Court Citation is one remedy.
