City Council Regular Meeting— 04/lA/06 <br />DRAFT Minutes - Page 30 <br />brainstorming sessions, but the need for an organizational <br />process to be spearheaded by those willing to assume a <br />leadership role. <br />Mayor Klausing spoke in opposition of the motion; noting <br />the difference in the function of a steering committee to <br />provide policy guidance and the future need to seek <br />subcommittee members. Mayor Klausing opined that the <br />steering committee would serve in a logistical capacity in <br />assisting the subcommittees and would not be a decision- <br />making group. <br />Further discussion included the organizational structure and <br />timing of the visioning process; the need to utilize proven <br />leaders for the steering committee and the importance of <br />their role; <br />Councilmember Ihlan opined that the process needed to be <br />open for all Councilmembers to recommend who should <br />serve; and that the proposal before the Council tonight was <br />premature, without a facilitator in place and no prior Council <br />discussions about how to utilize them and the composition of <br />the group not an "insider" group. Councilmember Ihlan <br />noted that she would not continue to support the visioning <br />process if it were not an open, community-based process; <br />and without a formalized Council consensus. <br />Councilmember Pust referenced the Vista 2000 process; <br />noting that everyone who asked to serve on a subcommittee <br />was able to do so; and questioned whether this was another <br />attempt to delay to process. Councilmember Pust noted that <br />she was also interested in keeping the process open, but <br />requested that, if it was the consensus of the Council to <br />advertise for applicants, that the delay be short-term. <br />Councilmember Pust requested that the process continue to <br />move forward, with applications considered at the April 24, <br />2006 Council meeting. Councilmember Pust opined that <br />people who were interested were either watching tonight's <br />proceedings, or through various City notice options, they <br />would be able to submit their applications by Apri124. <br />
