City Council Study Session — 04/17/06 <br />DRAFT Minutes - Page 8 <br />Rose�awn Avenue <br />Councilmember Kough introduced Ms. Francy Reitz to <br />address her concerns regarding safety along Fairview <br />Avenue between County Road B and Roselawn Avenue. <br />Francy Reitz, 2009 Aldine Street <br />Ms. Reitz summarized her concerns regarding pedestrian <br />safety with cars passing on the shoulder and requested that <br />the City Council put this pathway segment higher on their <br />priority list and pursue grant monies or reserve budget <br />monies to do so in the immediate future. <br />Councilmember Kough concurred with Ms. Reitz' concerns <br />and the need to make this segment a higher priority. <br />Councilmember Ihlan concurred, opining that the request <br />was valid, and further opined that there were other gaps in <br />the City's pathway system, specifically on Fairview further <br />north of County Road C-2 that had similar problems, and <br />that other residents had expressed concerns regarding <br />safety issues. <br />Discussion included projected costs; priority levels; <br />previous Council rejection of funding for pathway <br />construction; the Vista 2000 community visioning process <br />and adoption of a Pathway System Master Plan in 1997; the <br />2002 ranking summary for pathway construction; <br />maintenance issues for existing pathways; community <br />opposition to some pathway segments; federal fund <br />availability for construction; constsuction of segments as <br />part of infrastsucture reconstruction projects; Ramsey <br />County ownership of roadways; and reinstatement over the <br />last few years of a portion of the pathways budget. <br />Councilmember Ihlan opined that the pathway funding <br />should be phased back in as a basic infrastructure need and <br />that grant funding and collaboration with Ramsey Council <br />should ensue to fill the gaps in the current system. <br />City Manager Beets noted that the "Active Living Ramsey <br />County" group was currently considering additional <br />Discuss a Possible <br />New Pathway on <br />Fairview between <br />County Road B and <br />Rose�awn Avenue <br />
