City Council Regular Meeting— 04/10/06 <br />DRAFT Minutes - Page 3 <br />Ms. McGehee further addressed the upcoming appeal <br />regarding pending litigation on the Twin Lakes <br />Redevelopment project; and the request for use of <br />Eminent Domain on tonight's agenda as premature and <br />was a ploy of the City Council to circumvent the <br />wishes of the citizens as outlined and supported by <br />pending legislation; and opined that such action should <br />be an embarrassment to the City Council. <br />�'. John Kysylyczyn, 3083 N Victoria Street <br />Mr. Kysylyczyn spoke to the City budget, noting that <br />for the last two years, citizens had seen taxes rise at 2-3 <br />times the rate of inflation in comparison to his tenure as <br />Mayor when taxes increase or decrease in line with <br />inflation. Mr. Kysylyczyn suggested that the City <br />Council spend more time working on the budget, rather <br />than talking about Council rules and procedures in an <br />effort to improve last year's budget process. Mr. <br />Kysylyczyn requested that the City Council stop <br />wasting time on items that produced few results. Mr. <br />Kysylyczyn further opined that the City Manager's <br />contract did not include billing taxpayers for Rotary <br />Club Dues and meals. Mr. Kysylyczyn concluded by <br />asking Councilmembers how they would address the <br />larger issues facing the City when easy issues couldn't <br />be solved. <br />D. Yul Yost, 3015 Fairview Avenue N <br />Mr. Yost expressed his concern regarding Twin Lakes <br />traffic being directed toward Fairview Avenue, opining <br />that Fairview was already saturated; and suggested the <br />need to direct traffic back to County Road C, not <br />Fairview. Mr. Yost clarified that he was not against the <br />development, but was against Twin Lakes Parkway <br />traffic being routed to Fairview, as it should be directed <br />to County Road C. Mr. Yost also expressed concern <br />with additional rain runoff that would be created by the <br />development in Langton Lake, showing historical data <br />from excessive rains in 1987 along Fairview, and <br />impacts to his back yard.
