The accelerated abatement process has been successfullyused in previous years to <br />resolve these types of nuisance complaint violations. <br />�. � The abatement process listed in City Code Section 407.06 presently requires two city <br />council public hearings. A public hearing allows for a property owner to be able to voice <br />�is/�er opinion prior to City Council approving an abatement proceeding. This process <br />does not need two separate council hearings, slows the resolution of a public nuisance <br />and takes up additional city council and staff time. <br />�, � The City goals within the Comprehensive Plan are to protect and improve property values <br />(Goal 3, 4 and 5; page 6 and, Section 3) and to adhere to performance standards which <br />protect the integrity of the housing units and the neighborhood (Policy 6, page 8, Section <br />3). <br />�.� Staff always first attempts to work with property owners and allows time (lypical�y 5 <br />days) for the property owner to obtain compliance with City Code (and continues to <br />encourage property owners to comply up to the time of an abatement pxacess/Cauncil <br />hearing). <br />3.� FISCAL IMPLICATIONS: <br />�. F Reducing the number of public hearings from two to one will save city council time, will <br />allow staff to address other issues and therefore be more productive and still affords a <br />property owner to be heard by council. <br />�. � The costs associated with abatement of a public nuisance proceeding are bar�c�e by the <br />owner of the property and not the City of Roseville. The property owner is sent a bill for <br />the work; if the bill is not paid the costs are assigned to the property tax process. <br />�. a To cover costs incurred by city staff; a$35 administrative fee is charge to residential <br />properties and a$50 administrative fee is charged to business properties. <br />�-� STAFF RECOMMENDATION: <br />�, � Staff recommends that the Council approve an ordinance change to allow for the <br />accelerated abatement of public nuisance violations involving graffiti and dead vegetative <br />growth. <br />�.''
