City Council Regular Meeting— 04/24/06 <br />DRAFT Minutes - Page 24 <br />be preferable to have a permanent, full-time Assistant City <br />Manager, but if that was not possible, he preferred to <br />choose rotating among Department Heads. <br />Mayor Klausing asked Councilmember Kough for his <br />rationale in recommending deviation from current practice. <br />Councilmember Kough opined that the City Manager was <br />"swamped" with his work, and that there must be some <br />duties that could be performed by Mr. Welsch to alleviate <br />that burden. Councilmember Kough further opined the <br />need for the City Manager and Assistant to communicate <br />together, combine the job, and perhaps provide an incentive <br />for a merit raise based on additional duties. <br />Councilmember Pust, for the record, noted that it could be <br />a woman that was hired for the j ob; to the delight and <br />applause of the audience. <br />Councilmember Pust questioned rationale for changing <br />current practice; when the City Manager appeared to be <br />successfully utilizing a rotation that provided flexibility and <br />experience for all Department Heads; and opined that the <br />proposed motion would designate a position and eliminate <br />that experience; limiting the ability of the City Manager <br />and Assistant City Manager to ever be gone at the same <br />time. <br />Councilmember Ihlan spoke in support of the motion; <br />citing it as a good example of restructuring the Community <br />Development Director's position; in addition to the <br />Economic Development vacancy. Councilmember Ihlan <br />further opined the demonstrated need to realize some <br />efficiencies and innovations in the Community <br />Development Department. <br />Ro11 Call <br />Ayes: Ihlan and Kough. <br />Nays: Maschka; Pust and Klausing. <br />Motion failed. <br />
