City Council Regular Meeting— 04/24/06 <br />DRAFT Minutes » Page 23 <br />inexperience on the City Council; and opined the need for <br />Councilmembers to retain their authority to hire staff and remain <br />accountability to the public. <br />Councilmember Ihlan clarified her intent for making the motion <br />to allow time for discussion; and to freeze the City Manager's <br />hire of the position until the Council had completed their review. <br />Discussion included salary range; current advertisement; <br />comparable salaries; approved salary ranges set by the City <br />Council; and the City Manager's responsibility to fill vacant <br />positions. <br />City Attorney Anderson confirmed that the City Council had not <br />been requested to authorize filling the vacancy; but noted that the <br />City Manager didn't need authorization for filling vacancies, and <br />was obligated to fill them. <br />Councilmember Kough questioned whether it wasn't customary <br />for the City Manager to seek Council direction and comment <br />prior to filling vacancies. <br />Roll C all <br />Ayes: Ihlan and Kough. <br />Nays: Maschka; Pust and Klausing. <br />Motion failed. <br />6.a Request of Councilmember Kough for a Motion to Add <br />Assistant City Manager to the Title of Community <br />Development Director (including Agenda Item 6.b) <br />Kough moved, Ihlan seconded, adding to the title of <br />Community Development Director, the title of Assistant <br />City Manager. <br />Mayor Klausing sought City Manager Beets' comments as <br />to current practice and a response to such a directive. <br />City Manager Beets responded that it had been his practice, <br />since the elimination of the Assistant City Manager <br />position, to rotate those duties during his absence between <br />Department Heads, allowing for their professional <br />development and experience.
