NOTICE OF PUBLIC HEARIl�TG ON THE ISSUANCE <br />OF HEALTH CARE FACILITIES REVENUE OBLIGATIONS <br />TO FINANCE A PROJECT BY WINGSPAN LIFE RESOURCES <br />TO WHOM IT MAY CONCERN: <br />Notice is hereby given that the City Council of the City of Roseville, Minnesota, will meet in the <br />City Council Chambers at the Roseville City Hall, in the City of Roseville, Minnesota, at 6:00 p.m. on <br />Monday, June 12, 2006, to consider the proposal of Wingspan Life Resources, a Minnesota nonprofit <br />corporation (the "Borrower") that the City finance the project hereinafter described, pursuant to <br />Minnesota Statutes, Sections 469.1�52 to 469.1651, by the issuance of revenue obligations. <br />Description of the Project: <br />The project consists of �ijhe acquisition and equipping of a four-bed facility located at 85 West <br />Congress Street and a six-bed facility located at 2134 Marshall Avenue in Saint Paul, Minnesota, <br />including related vehicles and furnishings (the "Saint Paul Project"), (ii) refinancing the acquisition and <br />renovation of a six-bed facility located at 2209 West 91 %z Street in Bloomington, Minnesota, including <br />related vehicles and fiu-nisllings (the "Bloomington Project") and (iii) the improvement and equipping of <br />a 4-bed facility located at 2949 Woodbridge Street in Roseville, Minnesota, including related vehicles <br />and furnishings (the "Roseville Project" and together with the Bloomington Project and the Saint Paul <br />Project, the "Project"). All of the facilities of the Project will be owned and operated by the Borrower as <br />supervised living services residential care facilities for developmentally disabled persons. <br />The maximum aggregate estimated principal amount of the note or other obligations to be issued <br />by the City to finance the Project will be $1,400,000. <br />The note or other obligations, as and when issued, will not constitute a charge, lien or <br />encumbrance upon any property of the City or the Cities of Saint Paul or Bloomington, Minnesota <br />(collectively, the "Host Cities"), except the Project and the revenues to be derived from the Project. <br />Such note or obligations will not be a charge against the general credit or taxing powers of the City or <br />the Host Cities, but will be payable from sums to be paid by the Borrower pursuant to a revenue <br />agreement. <br />A draft copy of the proposed application to the Commissioner of the Department of Employment <br />and Economic Development, State of Minnesota, for approval of the project, together with all <br />attachments and exhibits thereto, is available for public inspection during normal business hours, <br />Monday through Friday, at the City Hall in the City. <br />At the time and place fixed for the public hearing, the City Council of the City will give all <br />persons who appear at the hearing an opportunity to express their views with respect to the financing of <br />the Project. Written comments will be considered if submitted to the City Manager on or before the date <br />of the hearing. <br />��� <br />
