City Council Regular Meeting — OS/22/06 <br />DRAFT Minutes - Page 20 <br />Twin Lakes Phase I, Roseville, M N and proceeded with a <br />detailed review of the eight step inspection process of the <br />project, monitoring and testing, as well as regulations and <br />restrictions. <br />Mr. Johnson's presentation, and discussion with <br />Councilmembers, included identi�ying state and federal <br />regulations regarding inspections for buildings, hazardous <br />building materials inspections; suspect asbestos containing <br />materials; use of a licensed abatement contractor for removal of <br />all materials from a building before demolition; out-of-state <br />disposal of hazardous materials for permanent disposal; material <br />content of structural concrete; reuse of non-contaminated <br />material on site; financial and environmental considerations in <br />recycling concrete and asphalt materials; past activities and <br />potential contaminants; control, regulations, and monitoring of <br />any stockpiled materials in accordance with state laws; <br />concurrent testing for air quality at the site; equipment permits; <br />OSHA requirements to protect workers on the site; State of <br />Minnesota Solid Waste Beneficial Use Rules; Class 7 material <br />make-up; potential of fly ash components in the concrete <br />structures; on-site and ongoing inspections before and during the <br />process; and the reputation, experience, and integrity of the <br />Braun Intertec representatives. <br />Ms. Greenfield noted that the City ordinance allowed for the City <br />to apply any standards they chose to the Interim Use Permit. Ms. <br />Greenfield advised that it was anticipated that there wouldn't be <br />enough recycled material for the base, and additional aggregate <br />would be required. She noted that Rottlund planned to stockpile <br />the crushed materials, anticipating storage throughout the 2007 <br />construction season; hoping to begin demolition yet during this <br />construction season; with remediation and grading for most of <br />the 2006 construction season; and proposed road construction <br />base begun next fall (2007) from Cleveland to Fairview. <br />Further discussion included moisture content of stockpiled <br />materials and self-capping of the materials; management of the <br />materials while stockpiled; size of the stockpile; rationale for <br />using this site, rather than transporting the materials off-site; <br />need to segregate materials on-site from initial construction areas <br />
