City Council Regular Meeting — OS/22/06 <br />DRAFT Minutes - Page 19 <br />request are not applicable to this request. <br />Mayor Klausing encouraged Councilmember Ihlan to ask <br />specific questions of staff for information gathering; and to <br />reserve persuasive argument for discussion following the making <br />of a motion. <br />Mr. Paschke detailed staff findings, personal observations, and <br />other regulations for consideration of this request; and <br />determinants analyzed and researched, thus providing a positive <br />recommendation to the City Council for their consideration. <br />Councilmember Ihlan continued to debate the findings and <br />recommendation of staff concerning environmental impacts. <br />Mayor Klausing invited the applicant representatives to the <br />microphone for Councilmember questions and comments. <br />Applicant, Theresa Greenfield, Director of Land <br />Development, Rottlund Homes. <br />Ms. Greenfield answered specific questions of the Council <br />regarding materials, their status, options, and hazardous content. <br />Jim Wutzke, Fratallone Companies (Contractor) <br />Mr. Wutzke addressed Council questions and concerns related to <br />landfilling the materials; disposal costs and types of landfilling <br />options; stockpiling on-site versus off-site; trucking off site for <br />crushing at their Little Canada site; volumes and load <br />calculations; use of the materials for road base for roads and <br />parking lots; regulations of the state, the Minnesota Pollution <br />Control Agency (MPCA); best management practices; and <br />determination of "clean" versus "unclean" materials. <br />Rick Johnson, Braun Intertec <br />Mr. Johnson introduced himself and reviewed his credentials, <br />with 18 years with Braun Intertec, and prior to that six years with <br />the MPCA as a supervisor in their solid waste disposal <br />department. <br />Mr. Johnson provided a Bench Handout entitled, "IUP to Allow <br />Concrete and Asphalt Crushing, Project Environmental Scope, <br />
