City Council Regular Meeting— OS/22/06 DRAFT Minutes - Page 32 Councilmember Kough spoke in opposition to the motion; opining that the money originally levied by the HRA had been for housing-related purposes, not community visioning; and the City's contingency funds could adequately support the visioning process. Councilmember Ihlan concurred, speaking in opposition to the motion; opining that as the City Council approved the �RA levy for specific housing purposes, it would be inappropriate for the City Council to treat the HRA levy as a"slush fund," and would not provide transparency for taxpayers. Councilmember Ihlan further opined that the City use its reserves or budget properly for the 2007 budget for funding. Councilmember Ihlan further opined that the HRA would receive a disproportionate say in the community visioning process due to their funding; rather than from the City's General Fund. Councilmember Pust spoke in support of the motion; opining that from her observations from the first meeting of the Community Visioning Steering Committee, it was a very transparent process, and no statements made by HRA Chair Majerus could be interpreted as being weighted toward the H�ZA; and further noted that all minutes and attachments were being put on the website immediately for public information and comment.
