City Council Regular Meeting — 06/12/06 <br />DRAFT Minutes - Page 6 <br />meetings held by a developer; and signs posted on <br />development properties. <br />City Attorney Scott Anderson noted land use issues such as <br />feedlots and their controversial nature in rural Minnesota, <br />and recent legislation amending rules for application that, <br />as part of the application, required that the developer <br />provided notice to neighbors as applicable within a certain <br />radius, depending on the size of the project. Mr. Anderson <br />suggested that the City may wish to consider such a <br />requirement on their land use applications. <br />l.d Discussion about whether Commission could be used <br />more by Council to review and analyze certain issues, <br />and report back on findings and potential options. <br />Discussion included some issues formerly addressed by the <br />Planning Commission now going before the Public Works, <br />Environment and Transportation (PWET) Commission; and <br />rationale for City Council votes. <br />Commissioner Kedrick White noted the need to incorporate <br />the visioning process and goal for the City in 5-10-15 or 20 <br />years; and how that would determine the day-to-day <br />activities and address the broader issues; creating debate <br />and policy adoption to drive those goals. <br />Councilmember Pust expressed confidence that the <br />community discussion through the visioning process would <br />direct future decision-making. <br />Councilmember Maschka encouraged the Planning <br />Commissioners to make their voices heard, given their <br />expertise. <br />Concluding comments related to the status of the sign <br />ordinance in process with the Planning Commission. <br />Mayor Klausing thanked Commissioners and <br />Councilmembers for tonight's informative discussion. <br />Chair T�aynor thanked the Council for the opportunity; and <br />
