planning commission and city council shall consider the following criteria to determine the impact of the <br />proposed outside display on the site, adj acentproperties and the community as a whole: <br />a. The amount of outside sales area compared to the amount of inside sales space. <br />b. Location of the outside sales area and the extent i t encroaches on required setbacks. <br />c. Impact on traffic pedestrian circulation, and emergency responseon the site. <br />d. Impact on parking on the site. <br />e. The height of inerchandise displays. <br />f. The hours in which merchandise is displayed. <br />g. The type of inerchandise to be displayed. <br />5. The issuance of a conditional use permit for the outside display of inerchandise shall not cause <br />nonconfonning sites to be brought into conformance with all code requirements, or the dedication of street <br />rights of'uu�ay. Process And Equipment Limitations: Processes and equipment employed and goods processed or sold shall <br />be limited to those which are not obj ectionableby reason of odor, dust, smoke, cinders, gas, noise, <br />vibration, refuse matter or wa�cr-cazr�ed waste. <br />E�i.�. Buffer Zone Between Business And Residence District: Where a business district abuts a residence district, <br />any new development shall include a landscaped buffer zone. There shall be a protective strip of land not <br />less than ten feet (10�} in width. This protective strip shall contain no structures, shall not be used for <br />parkiz'tg, oif stt'e�t loading or storage. The landscapetreatment shall include a compact screen wall or fence <br />but shall not extend within �ifteen feet (15� of the street right of way.
