Discuss City Traffic Model and Authorize a Request for Proposals Public Works Director Duane Schwartz reviewed previous discussions regarding funding for a city-wide traffic model as a useful tool to identify impacts of redevelopment and normal growth in the City's and region's transportation system. Mr. Schwartz reviewed the existing traffic forecast information, developed in 1992 using 1990 traffic data that forecasted 2010 and 2020 traffic based on land use and anticipated streetprojects; and concerns that some 2010 forecasts were exceeded in 2001. Mr. Schwartz noted that the data also had no intersection analysis and addressed major roads only. Mr. Schwartz reviewed the need for traffic impact analyses related to land development and traffic generation impacts; types of traffic modeling, their basic premises and approaches (macroscopic versus microscopic); the complexity of the software; and the City's existing cumbersome procedure and hiring of a traffic consultant by the developer anclloz- City.
