�.�i REVIEW of REQUEST: <br />�. I Title 11, Subdivisions, of the Roseville City Code prescribes the standards under which <br />land can be divided. Specifically, Section 11 �� ��A (Requirements Governing Approval <br />of Preliminary Plat — Planning Commission) reads: "The Planning Comm�ssioiz may <br />recommend and the City Council may require such changes or revisions as the City <br />Council deems necessary for the health, safety, general welfare and convenience of the <br />City". <br />�.� The property has a Comprehensive Land Use Map designation of'B", Business and a <br />zoning designationof B-1, Limited Business District - for which a professional office <br />building up to three stories is a permitted use. <br />�k. � Recently MSP Commercial entered into a purchase agreement for the land area identified <br />as Lot 2 with JLT Roseville Corporate Center LLC for the purpose of acquiring and <br />developing a parcel of land into a two story professional/medical building. <br />�.�k The proposed PRELIMINARY PLAT includes Lot 1 at 12.27 acres in size and which will <br />include the existing office building, parking structure, and most of the existing surface <br />parking lot. Lot 2 at 2.53 acres in size is a vacant developable lot to be owned by MSP <br />Commercial. For reference purposed, the proposed vacant developable lot includes the <br />existing vacant land area north of County Road C, south of the existing surface parking <br />lot and that which lies between the frontage road and Pascal Street. <br />�, � In review of the proposed PRELIMINARY PLAT the City Engineer indicates a need for a <br />10 foot wide utility and drainage easement adjacent to the west, south and east property <br />lines. <br />�.� STAFF COMMENTS/FIND�NGS: <br />�. ] Staff bas reviewed the information submitted by HTPO Engineers, Surveyors and <br />Landscape Architects pertaining to the preliminary plat (lot alignment and size) and found <br />that the proposed lot size meet the minimum standards identified in Section 1005.15 of <br />the Roseville City Code. <br />5.= Park dedication requirements for this land division will be reviewed by the Park & <br />_ Recreation Commission and a recommendation forwarded to the City Council. <br />�.� On Tuesday, June 27,2006, the DevelopmentReview Committee (DRC) met to consider <br />the proposed land division. The DRC recommendedsupport of the request, subject to the <br />provision of all �ecessatyla�p�icable utility and drainage easements. <br />�,� STAFF RECOMMENDATION: <br />�.l Based on the information provided and 111� findings in Section 5 of this project report, the <br />City Planner recommends approval of the two lot PRELIMINARY PLAT by MSP <br />Commercial, subj ect to the following conditions: <br />P�3776�RCA_072406.doc Page 2 cf 3 <br />
