City Council Regular Meeting — 07/� plpf <br />DRAFT Minutes - Page 23 <br />shifts of inexperienced firefighters; part-time personnel worl�ing <br />more than part-time hours; continued turnover; higher <br />recruitment and training costs; and expressed concern regarding <br />the potential for further degradation in the quality of services we <br />provide. <br />Chief �asaway recommended that the City hire one full-time <br />supervisor; hire two limited-term, full-time firefighters; and three <br />part-time (3I4 time) firefighters and reviewed the financial <br />impacts of each. Chief Gasaway noted that the design, cost and <br />legality of this recommendation had been reviewed by City <br />Manger Beets, Finance Director Chris Miller, Human Resources <br />Director pona Bacon, and City Attorney Terrence Foy. <br />Chief Cras�way reviewed the specifics of each recommendation <br />as outlined in the Request for Council Action dated July 10, <br />2006. <br />Discussion included possible volunteers from among City staff <br />and the problems encountered with that type of recruitment, and <br />the current demands on and limited time availability of City <br />staff; the "working" supervisor status in management and on-site <br />emergency supervision; critical response times; mutual aid <br />assistance; and eligibility for and City cost of Public Employee <br />Retirement Association (PERA) and Fire Fighter Relief Fund <br />benefits. <br />Police Chief Carol Sletner addressed the limitations of police <br />officers for work-related off-duty work hours specific to the time <br />of day with officer work standards and stipulations that they can <br />only work so many hours for so many days. Chief Sletner <br />opined that depending on the Police Department for additional <br />staffing wouldn't make any impact for the Fire Department. <br />Councilmember Pust sought clarification on the number of <br />daytime positions; breakdowns for benefit qualifications; part- <br />time and full-time status and overtime hours currently being <br />worked; average turnover costs for daytime staff; and retention <br />statistics. <br />Chief Gasaway clarified that the proposed limited-term <br />
