Councilmember Ihlan reviewed her concept of Chief Gasaway's recommendation to reduce the rate of turnover in the department anticipated net cost savings and if the entire package needed to be adopted to work, or if a portion of it could be adopted. Chief Gasaway responded that the full-time hires were the most critical to staffing stability and the department could return as part of their 2007 budget recommendations for the remainder with some anticipated turnover and retention issues occurring during that time. Councilmember Ihlan requested additional time to consider the request. Mayor Klausing concurred with needing additional time for consideration; and requested staff provide a supplement to tonight's staff report address the questions and clarifications sought by Councilmember Pust through quantitative analysis. Staff was directed to include this item on the July 24, 2006 regular business agenda. Councilmember Pust advised Chief Gasaway that she would provide her questions in writing to allow a quicker staff response to the information sought. 8. Public Hearings on Alcohol Compliance Public Hearings City Manager Beets left the bench during this discussion and Alcohol returned following the Council action related to this item. Compliance Mayor Klausing opened the Public Hearing at $:48 �.rn. on Alcohol Compliance under State Statute and City Code 302 for consideration of a civil penalty under City Code, Section 302.15
