City Council Regular Meeting — 071 � 0/46 <br />DRAFT Minutes' Page 25 <br />for non-compliance during 2005 by Green Mill Restaurant and <br />Bar, 145 Roseda�e Center; Old Chicago #64, 2100 N Sneiling <br />Avenue; and the VFW, Post 7555. <br />Discussion included the ordinance language, current and that in <br />place during the time of violation, specific to "substantial reasons <br />to deviate" and "aggravating or extenuating circumstances." <br />Police Chief Carol Sletner reviewed the history and background <br />information for the compliance process, from the initial June 2, <br />2005 mass letter to all businesses serving alcohol — on or o��= <br />sale — to the attention of their specific manager — and advising of <br />optional server training benefits; as well as information on other <br />optional server/manager training beyond the Roseville Police <br />Department's training. Chief Sletner reviewed the enclosures <br />sent along with the letter: a copy of the City ordinance 302 and <br />sample copies of driver's license and id cards. Chief Sletner <br />reviewed the compliance checks performed in August of 2005, <br />by a female underage checker and undercover police officer at <br />the establishments, where they both individually requested drink <br />orders (beer); and the drinks that were placed in front of each. <br />Chief Sletner then reviewed the process of the officer directing <br />the underage checker to the car; advising the wait person that <br />they've served a minor; subsequent citation to the wait person <br />and request to see the manager; informing the manager of the <br />violation and advising them that a letter will be received with <br />reference to a fine and possible license suspension. Chief Sletner <br />advised that, at that point, the undercover officer doesn't know if <br />the establishment has gone through optional training or not. <br />Representatives from Old Chicago and the VFW were present. <br />There was no representation from the Green Mill Restaurant. <br />Green Mill Restaurant and Bar,145 Rased�[e Center <br />City Attorney Anderson advised that he had received no <br />response from the Green Mill; and had been told by City <br />Manager Beets of a phone call the City Manager had received <br />from Green Mill shortly after the hearing notice letters were <br />mailed; but no other information was available at this time. <br />Councilmember Pust requested clarification, and Mayor <br />
