City Council Study Session — 07/17/06 <br />D�4,k`T Minutes - Page 16 <br />Rod Krass, Krass Monroe <br />Mr. Krass further reviewed the provisions of the new legislation <br />for loss of business; relocation compensation; and additional <br />compensation for loss of business; no provision for retraining of <br />employees; provision for attorney's fees when final <br />determination of value is of a particular amount of condemning <br />authority's offer; and the updating of the old legislation and <br />appraisal language. Mr. Krass opined that, overall, the <br />legislation would cost condemning authorities more money, but <br />would treat property owners more fairly; and provided more <br />definitive blighted standards than were previously available. <br />Rep. Greiling advised that she, and other legislators, would be <br />willing to refine the legislation if apparent upon use, and if it <br />proved too stringent in redevelopment of blighted areas. <br />Discussion included environmental blight and contamination <br />issues; reduction of funding for environmental clean up in all <br />layers of government; application of the reform legislation on <br />future phases of the Twin Lakes Project and future <br />condemnations in relationship to the project's start and the <br />development agreement in place, as well as established Tax <br />Increment Financing (TIF) Districts. <br />f�. Consider Appointmentof Interim City Manager <br />�uznan Resources Director Eldona Bacon provided information <br />to the City Council on the City Manager selection process. <br />Mayor Klausing opined his comfort with Finance Director Chris <br />Miller serving as Interim City Manager during the search <br />process, citing his experience; past assistance to City Manager <br />Beets; and assured that given the status of the 2007 budget, that <br />he could accommodate the additional work load, and had <br />sufficient support staff to provide additional coverage in the <br />Finance Department on a short-term basis. <br />Councilmember Ih�an elaborated on some of her previous <br />concerns, assuring all that her concerns were not regarding Mr. <br />Miller's qualifications; however, she opined the importance of <br />having more than one applicant for the Interim position, given <br />how long it could possible last depending on the search process. <br />Consider <br />Appointment of <br />Interim City <br />Manager <br />
