City Council Study Session— 07/17/06 <br />DRAFT Minutes - Page 15 <br />Eminent Domain would impact the Twin Lakes <br />Redevelopment Project <br />State Representative Mindy Greiling and City Financial <br />Consultant Rod Krass of Krass Monroe. <br />Rep. Mindy Greiling <br />Rep. Greiling provided three handouts from the House DFL <br />Caucus Research staff on the recently-passed Eminent Domain <br />legislation. <br />Rep. Greiling thanked the City Council for their public service; <br />their due diligence on behalf of the citizens on a local level; and <br />congratulated the Council on their inclusion in the Bonding Bill <br />with funding for the Guidant John Rose OVAL. <br />Rep. Greiling reviewed the session; her support of and provisions <br />of the populace-supported movement and election-year <br />popularity of the Eminent Domain Reform Law; and advised that <br />her advice from non-partisan research attorneys were that the <br />legislation didn't impact the Twin Lakes project as it was already <br />underway. <br />Mayor Klausing thanked Rep. Greiling for her stupendous <br />service and assistance in the success of the bonding bill for the <br />state-wide facility at the OVAL; her hospitality in allowing the <br />lobbying group to have their base operations in her office; and <br />her ongoing interest in the community. <br />Rep. Greiling commended Parks and Recreation Director Lonnie <br />Brokke for his positive and polite demeanor with the legislature; <br />and expressed appreciation to the two youngsters who testified <br />before the legislature and "closed the deal;" and noted the <br />attendance of Marilyn Rose Sanft who enabled the hearing to be <br />held before the vote was taken, thus including the OVAL <br />funding. <br />Discussion included Tax Increment Financing; the Twin Lakes <br />project; infrastructure and environmental clean up funding; <br />education funding; and citizen rights and protections under <br />Eminent Domain. <br />Sta�e Legislatio�. <br />related to Eminent <br />Domain would <br />impact the Twin <br />Lakes <br />Redevelopment <br />Project <br />
