Councilmember Ihlan spoke in opposition to the motion and the process; seeking applications from among interested, qualified staff, following more Council-level discussion at tonight's meeting. Councilmember Ihlan expressed concern regarding the impact of assuming the City Manager's duties in addition to those of the Interim appointed; and concerns regarding an apparent decision made by select Councilmembers outside the meeting of the entire body. Mayor Klausing sought comment from City Manager Beets regarding qualifications and his recommendations. City Manager Beets unequivocally endorsed Finance Director's appointment as Interim City Manager given his current involvement in the community visioning and budget processes; no other staff inember indicating interest in the position to him; and timing implications regarding an application process and day-to-day operations. Additional discussion ensued regarding past practice in appointing an Interim City Manager; discussions needed on a Council level regarding the City Manager search process overall; Councilmember Kough expressed interest in appointing Public Works Director Duane Schwartz as Interim City Manager due to his status as a senior member of staff and his service as a former elected official; and expressed his lack of support for similar contract benefits as those of City Manager Beets. Ihlan moved, to allow interested members of staff to apply to be considered for the position of Interim City Manager, with a very short application time; and opportunity provided for the City Council to interview those applicants at the next City Council meeting; along with a serious discussion at that meeting of alternatives; who would best fit the position; and how best to manage the rest of the City business. Councilmember Ihlan advised she would vote "nay" on any motion to appoint, not based on the merits of the person
